The Manager, Environmental Health and Safety is responsible for providing a safe and secure environment for patients, visitors and staff through management of safety and emergency plans. Ensures Safety and Emergency Management Plans are in accordance with state, federal and accrediting bodies. Coordinates individual and committee efforts and informs Leadership and Governing Body of important safety/emergency management issues. Acts as Emergency Manager, which includes Community liaison with local, county and state planning activities to include preparedness, mitigation and education. Designs and conducts drills and exercises offering expertise regarding Safety and Emergency Management. Conducts employee education on related programs and evaluation of all Safety/Emergency Management programs. Serves as a resource in the development of grants related to Safety/ Emergency Preparedness for Los Angeles County.

• Creates, and/or updates policies and procedures for department, unit and organizational operation, as assigned, to ensure consistency, a safe working environment, and compliance with local, state, federal and accrediting body standards.
• Develops, implements, administers and evaluates safety and emergency management education programs, as needed and/or assigned. Demonstrates effective instruction techniques utilizing appropriate lesson planning and program presentation. Develops and maintains appropriate evaluation tools to complement policies and procedures.
• Ensures compliance with hospital policies and procedures, objectives, safety, environmental and safety codes and requirements of accreditation and regulatory agencies. Maintains current knowledge of regulatory issues and practices related to area of expertise and leads change when needed to ensure compliance and process improvement.
• Facilitates required regulatory safety surveillance inspections and ensure deficiencies are corrected. Serves as a safety representative during inspection by regulatory agencies.
• Reports and takes corrective action on all hazards and unsafe conditions discovered during EOC Surveillance Rounds.
• Works with staff and leadership on disaster mitigation, preparedness, response and recovery. Implements and documents training/drills for emergency response within the hospital in accordance with the Hospital Incident Command System (HICS).
• Chairs Emergency Management Committee Meetings and drives communication flow between the Environment of Care and Emergency Management Committees. Ensures that all required emergency response drills, activations, and alerts are reviewed, documented and reported to all organizational committees.

Minimum Education: Bachelors Degree preferred.

Minimum Experience: Five (5) years previous Healthcare Safety and Emergency Management experience required. Knowledge of and experience with chemical safety, disposal and regulations required. Mass Casualty Decontamination required.Extensive working knowledge of Environment of Care issues in a health care environment required. Extensive working knowledge of the Hospital Incident Command System (HICS) required. Must be able to read, write and communicate effectively in English. Ability to use sound reasoning and judgment to resolve issues. Ability to build strong relationships at all levels of the organization. Ability to maintain a work pace appropriate to the workload. Must demonstrate customer service skills appropriate to the job.

Req. Certification/Licensure:  Valid driver’s license required. IS-100, IS-200, IS-700, IS-800 required. Hospital Fire and Life Safety Card (Los Angeles City Employees only) required. Certified Healthcare Safety Professional (CHSP) and Certified Healthcare Emergency Professional (CHEP) preferred. Bilingual skills preferred.
